Now I am paying 100AUD more per year for rego to cover the occasional no at fault accident victim, but more likely to cover more of the morons spinning their rubber without traction around, running away from the police when in pursuit etc.

I didn't read all this but have had similar happen except...... There were no beach closed signs up. Jet ski (clubby) had asked a windsurfer to exit water and he remained out. They called police. I was kiting with another friend and police came on beach, siren and lights and ordered me in. I ended up agreeing. Legal advice later off friend was I was legally correct but disobeying a police directive is an offence so catch 22. We have shark alarms virtually daily here. Many stay out in water. If you arrived 30 minutes later, you wouldn't know water had been cleared anyway. I think you'll find you are out of their jurisdiction in water unless WA has some special by law.
If you have been watching it long enough, and at 61 I have, you will realise that the objective is to mould the populace into a subjugated entity which is pliable and most importantly Obedient.
It is very very important that you do as you are told when you are told by someone in uniform. Then, when people start getting a bit uppity (which is inevitable), they simply increase the number of uniforms.
If the powers that be really did have your welfare close to their hearts fining you because you ignored a martinet with authority on the beach would be their last concern. Same deal we have with car vehicles. Currently there are cars in the market with 12 airbags, traction control, bla bla bla and guess what?
