The scenario of needing to have a licence or at least understanding of the risks in kitesurfing is a plausible issue. However a Kitesurfer just like any other water sport or activity needs to understand the possibility of perhaps injuring oneself and someone else. For a Kitesurfer whenever they put a kite in the air. Of course you could have a mishap and something could go WRONG.... In this instance you are liable and responsible for such an instance.
Take a look at a car licence, people do a theory test and a practical test. No on going tests necessary. If you break enough road rules your fined! You may loose your licence, pending how many times you break the rules.
In the instance of car drivers there is a compulsory 3rd party insurance. You may also take out comprehensive insurance to protect yourself from being up for being sued $1000's
And of course having piece of mind for your ride being covered too.
For kitesurfing there is a public liability insurance called Aksa. So really if your a Kiter you should join and that way your covered if you hurt a public person on the beach.
I agree that kiters need to be safe and aware of the responsibility that lies on there shoulders...

Lol nek minute the 8 year old on the beach will need a licence for their single line kite, or will need to join aksa for insurance, incase they get pulled over into the path of a car.
Cooky wat the hell is wrong with u.no more regulation.mhl are a good example.thrust upon us no consultation. Now no one rides bikes especially kids to school because of fines and looking over shoulder for coppers ready to pounce on helmetless riders minding there own buisness not hurting anyone.i say no to kite licensing like 99.9 % of my kiting brothers and sisters.
I do sort of agree but I also have to say that the public thinks kiting is safe as it's "just a kite". People would not walk close to a car if its moving. Yet when I do the walk of shame (
) There are people and particularly children who will walk up very close to the kite (if i keep it at like 2 - 2:30 while walking up the beach) to see it better...
I don't jump right in front of a person riding his/her horse on the beach either and keep a safe distance. Why can't people do the same for kites? I'm not asking for 50m downwind clearance, I just think it'd be better if they would keep a few meters away from the kite.

Well here's your chance to become a responsible kiter and stay away and/or educate a member of the public about the hazards of kitesurfing. Last time I looked people were riding horses a long time before kites... Not everyone is aware of the power in a kite....

Y'know, they have licenses for all kinda of silly thinges here, and people die like flies cos having a licence doesn't make you competent, it only proves you passed their test.
My favorite remains bystanders grabbing the bar and pulling. Seen this a couple of times. My fav was the kiter get yanked downwind into the old douche who'd pulled his bar.
