Yes it did, and it concerned the illegal containment of 4 Germans. At the time no Health Emergency had been declared in Portugal so the authorities did not have the authority to impose such a restriction. Once a Health Emergency is declared such as here, you can be put into quarantine in regards to public health, case closed.
In regards to the 97% error, yes this happened when testing was initially started, but has now been refined. False positives are now at 0.1-0.2% with improved PCR testing methods.
