Thanks for all the feedback. I ended up getting:
1. A 5.7 Hot Sails PW4. Huge boost but still felt I could do better.
2. Select 39cm carbon fin (instead of stock 32cm or 26cm wave fin). This really made a difference getting over the top when I was able to pump it close to planing.
With this setup (Exocet Cross 104 FSW) I am now planing around 15 knots, maybe closer to 16 (17-18 required with the 5.0). We've had lots of onshore days where I sailed right by our wind sensor (on the water), so I've been able to get a good gauge of the numbers required. I also found a scale and I am 75kg, not 72.
What year Exocet Cross? Just wondering if the recent years they have updated are slower to plane ae they made them more 'wavy'.

I also had the 106 from 2008 and a 34cm freeride fin was fine with a 7m. I had a larger 36cm but it didnt need it.

2014. Great board, I agree with you about it. Planes very early, and is great in slopey waves if just lightly powered. These are just the desperate attempts of an addict to squeeze even more out of the worst wind days.

Of course, nothing is ever enough...we have had tons of days around 13 knots. So, I just picked up:
3. JP Freestyle 106 (67cm wide). Haven't had a chance to test it yet, but I'm hopeful this will work in 13knots (15mph). Or soon after.
I think this setup is about as far as I can push it with "small gear". It will still, of course, not solve the underlying problem (its never enough), but hopefully will treat the symptoms a little better...
Good choice on the sail & board. For the 39 fin I think you will have much more fun with a smaller fin - say Freewave of around 28-30cm which will still give you some looseness for turns but have plenty of lift for planing & upwind work. I think you are relying to heavily on the fin - back foot to get you going...
I have a 110 Skate and a Supersport 109.
With a 5.0 wave sail, both plane up the same, the Supersport can go 3 mph faster, the Skate jibes better, jumping the same.

The Supersport isnt a Cross. The Supersport is faster, the Cross is better for gybing (turns easier) and better for jumping as the footstraps arent on the rail.

Gandalf99 has bought a JP Freestyle 106 (67cm wide) to go with his Exocet Cross 104 also the 5.7 Hot Sails PW4.
The JP is a better choice than any freerace/slalom board for onshore mucking around with small sails.
If anyone wants to use a freerace/slalom board, my advice would be get the proper sized sail to go with them.

why would he have 2 almost same size boards?
1 is for 10-16 knot goof around in foil conditions.
The other, for 15-22 go fast normal days, which usually occur 100 days a year.
