Wow, I'm in awe of you, Sue! So few girls get out and sail, and even fewer would persist after stacking hard enough to break bones!
I find my custom pocket attached to the inside of my vest in front of the shoulder seems to be a good solution to keeping the PLB out of the way yet accessible and protected from dings. outside the vest should also work just as well, in the same location.

I thought my sailboarding days were over when I hit bottom at speed and broke both bones in my wrist..It was a long haul with lots of rehab to get back to sailing.

Good spot..I'll have to look at mine. I have a camelback attached so that my complicate things.
Atm I've got some webbing so it attaches on the front of my right shoulder..if it gets in the way I'll look at other options.

Bummer I just checked mine and it doesn't have a back pocket..

There's not many I believe. I have the Prolimit race vest which has thick padding and a front and back pocket (it's meant for carrying weights which I don't use). Unfortunately, it's not readily available in Australia so you might need to get it ordered in or arrange someone to ship it from overseas.
