You could start an informal learning to windsurf group, post it on the local forum if there is one and keep showing up on a regular basis and bumping the post to the top of the forum to promote it. Once people know something is going on they get interested and begin to participate.
Its been done here in Qld by numerous groups at different locations
On the days you dont feel comfortable going out .
Go windskating.
I find it good as i can play with the rigging & help tune the sail so I can rig it better when I am in the water . This is also popular in Canada and Europe
I find it hard to travel to water sometimes lack of time etc.
But I'm lucky atm because masters built huge carparks just for me to windskate at .

There's lots of good safety advice on here, so i wont repeat whats already said, but i will say that in Oz i find that the windsurfing community is very friendly, so even if you go down by yourself, try talking to other windsurfers and you will end up with friends that windsurf.
