Surveyor to be paid up front?

you have said the magic word "insurance'. That is the ONLY reason I have to pay a surveyor once in a while.
I do not know how did you manage to get insurance without one of these reports. As for QBE, insurance is only good as their claim service.
I have looked their Terms and conditions before and some raise eyebrows. They may not need a condition survey up front, but certainly, you will have to give proof when the time comes to claim that the vessel/equipment was maintained and in seaworthy order before they'll pay a cent. Here are some quotes from their terms:

Loss or damage- We will cover your boat as shown in the schedule while navigating or in transit within Australia and Australian inland and coastal waters of up to 200 nautical miles
Accidental damage or sinking- We will cover you if your boat is damaged accidentally or if your boat sinks accidentally, provided it was seaworthy at the time of sinking
Not covered -
Loss or damage caused by timber rot, delamination, osmosis, deterioration, vermin or marine growth
Loss or damage caused by lack of maintenance
Costs of repairing or replacing an item that failed due to mechanical, structural, electrical or electronic failures
Damage to sails and protective covers caused by the force of wind unless there has also been damage caused to the masts, spars or the boat
Your boat is being used for permanent living accommodation aka. you live aboard
You do not keep the boat in good order and repair, or in a proper state of seaworthiness, this includes the mooring for your boat

the point is insurance is insurance and ALL WILL TRY not to pay you.

Last year l claimed, had assessment by surveyor, and got paid out lump sum to my total satisfaction.
Nobody can beat that. Period.
