If you can't catch the best winds in WA (which is the equal of any place in the world), and you are ok with an exotic location, try Dakhla in Morocco which has an awesome kiting wave. The lagoon is massive and flat. A long trip, but fairly inexpensive all inclusive camp once you get there. Just desert, wind, flat water and waves.
Can you go at any time of the year? Because dates play a MAAAASSIVE part in choosing a kite trip...........
