I am thinking that how much wind is not the real relevant factor for those wanting to improve their kiting skills and "go huge".
The same technique basically applies for getting the biggest jumps you can in any given wind strengths.
You need as much power as YOU can control.
You need to develop as much power as you can at the point of board release (Lower you start your send and the more aggressive, the more power)
you need to release board from water with as little amount of stiction as you can.( this is what Popping, Ollies, ramps etc. are for)
you need to keep kite just past zenith during ascent.
you need to bring kite to the flying position ( flying forward near zenith) during at top of your jump.
landing is pretty much same kite technique as water start (dive as you touch down)
If you get up there high and long enough you will start to need to fly kite around zenith a bit for control. You will know what I mean when it happens.
Remember it nearly always the fact that if you try too hard and lose control you lose Hugeness.
I haven't kited in qld. But I would think that you can still get a decent boost out of 25knots. Heck I can get a half decent jump out of 20knots on my 10m. Weight is a small factor but just use a bigger kite.

Do I keep the bar sheeted in the whole time or is there a process of sheeting in the bar and the letting it out??
Not so much in strong as f*ck winds. but here we have between 16-25kts. but Ive found that you keep the bar sheeted in till you hit the highest point of your jump then redirect back into the window, let the bar out otherwise you will just kill any lift you have and drop like a rock. sheet fully back in as your about to land and you should ride off with a buttersoft landing. oh and make sure you face your board downwind abit of you will likely eat **** over the front.
