The fact you think this is a major problem or a big step up from what we have. Thats what is rubbish
OK analogy:
If cops suspect you have a weapon out in public (on reasonable grounds)- they can stop you in the street and search you.
If Fisheries suspect on reasonable grounds you have undersized fish/crays etc - they can stop and search you.
If quarantine suspect on reasonable grounds that you have fruit n veg in your car entering WA- they can search you
If Firies suspect that entry to a certain area may risk life or property during a fire ......and again, guess what , their suspicion is on- wait for it -reasonable grounds- they can close a road or area to the public
So how is this different? If you fly into NZ and NOT BECAUSE THEY READ YOUR VISA WRONG but if they have reasonable grounds to suspect you are a pedo, terrorist or drug dealer than can go thru your phone and laptop.
FFS its not a big deal.
I think your negative view of the legislation is due to one bad experience with a wanker of a BF guard but it is not relevant mate. Its like saying cops should not have the power to search a druggie because once a cop gave u a ticket and he was rude and a bit dumb. (likely for traffic cops)
Even if you disagree with all of it- same as entry to your house, you choose who comes in. If NZ wants to do this - well, its their house.

Visa anecdote was to counter the entirely flawed suggestion that they would never have a bad day and/or do something that wasn't right as they would lose their jobs.

So they could be wrong in accessing my phone... but its too late now. it's been accessed.
This is where you are entirely missing the point; (Maybe you have an old dumb phone so don't see how much data is visible on your phone)
In every example you posed... none allow the officer to extend the search beyond the scope of their powers.
NZ already have the power to search your phone & laptop... they have now imposed a fine for refusing access.
NZ staff accessing stuff on my phone breaks privacy laws in Australia.
Yes I can determine who come into may house... would you be comfortable handing over your phone and passwords to me when you visit?

I'd be contravening my employment contract by letting them access my computer, not to mention the terms and conditions I have agreed to with several financial institutions.

Fisheries regularly place a road block on Highway 1 (NW Coastal Highway) between The Overlander and Billabong Roadhouses.
They pull everyone towing a boat and randomly other cars (ie when the parking bay is not full).
This is clearly under the "Reasonable grounds" that everyone heading south after school holidays must have been fishing and is carrying illegal fish/limits etc.
I've had this happen 3 times in 3 years... 2 without a boat in tow.
