I would consider lucky bay to be the worst place on the river for general winging and for windsurfing -others would disagree
crowded, in consistent wind, lots of foil eating sandbars. if you're learning it's ok however further down the road mid way between the windsurfers and the kiters is better (cleaner wind, more room) only downside a bit more of a walk out.
Best place is mid river with cleaner wind and bigger wind chop.
launching areas to suit can be out of pelican point or opposite Waylen bay.these spots would suit swest or easterly's.
When it goes south of east then pt Walter is also a good option.
Winter -west to nwest directions Waylen bay again.

E - Peli Point.
NE - Applecross Jetty, Point Walter (dog beach or foreshore),
South Perth foreshore if you want the insta shot with the city in the background. Not recommended otherwise.
Point Reso also works for a multiple wind conditions, but getting up and down the steps with board and foil is ****.
