Lots of good paddling Life jackets solve this problem. Check out vaikobi.

I can sail till Im exhausted.
Bit bulky but u get use to it. Water bladder tip water only, sugar makes it go mouldy.

Just a camel back like the motorbike / mountain bikers use, with a water proof wet bag? Been using that for my phone with downwinders for a few years.
Highly recommend Overboard kit..
For 5+ yrs been using there phone pouch and also the rucksack 20l you are hinting at - put dry stuff in for down winders if catching bus back - Qld sun and wetsuit etc poor mix for land side of trip - so carries dry stuff on water and my wet stuff on land!!
