i want to buy a new slingshot lower package for winging in light winds (10kts); i have 75kg and started last year with my first jibes on the wing. should i go for a low aspect pfi wing or a bigger new e Series wing (medium aspect)? Has anyone tested the new wings?

Both PFI and E (easy) series are great foils.
PFI front wings have been used across all wind and wake sports for a few years now, an excellent choice for heavier riders (over 85kg) and beginners.
The E series is the newer design and the medium aspect is better for winging especially at your weight and your current experience. You will then grow into the G series after that (PTM is much more specialist).
Honestly the PTM926 is a pretty mellow wing, not HA like other manufacturers.
If the G series is even easier then I'd go there.

The first generation PTM (the PTM926) is a bit miss leading for riders not used to Slingshot because as you say the PTM926 is in fact medium aspect.
Then the G series came out for 2023 and so the original PTM926 fits in this family, the new 2023 PTM range however are high aspect.
I have the 2023 PTM930 as well and its super sensitive in transitions compared to the PTM926 gen one.

Will they be offering any larger PTMs for dock start/
The 2 largest front wings right now are PTM1001 and G1000 which when compared to some other brands maybe ok for dock starts but are definitely not the biggest.

You can also look at the Sabfoil range as they fit the phantasm fuse. They have some excellent front wing options and are more readily available (if you live outside of the USA).

I've heard some chatter about AR11 foils in early stages but it sounded like the market that Axis and GoFoil captured so well, in downwind and dock starts, wasn't on their radar.

Definitely not big enough. They need a +1300mm width foil at 9-10:1 AR.
The new big SAB wings should bolt up but I have reservations about the 6mm bolts being enough.
At 103kg I'm struggling to get enough speed to get the 926 up on foil. I do realize my technique is not very good but could it also be a little small for me? I'm thinking about trying the new E 990 but don't want to give up on the 926 too early.

Either the E990 or infinity 835 would work great. I learned to wingfoil on the older infinity 84 (pretty much the new 835) and it has plenty of low end power.
I should have mentioned I've been on the i99 for a while. I'm just struggling since dropping down to the 926. My question is whether I'm wasting my time trying to make that work or not?

I don't think your technic is main issue working the 926. I know foils under 1000cm2 that are easier to get up on including their yet to be released foils. I found the certain wings and boards worked much better with this foil.
The ptm926 has been my go-to foil for lighter winds (10-16 knots) but I am around 90 kg. I have tested the foil on different boards but when paired with a slingshot wing craft V1 or V2 it seems to dial in perfectly.
It could be technique, foil location on board, your weight versus wind strength or all 3 combined. hard to tell without knowing more specifics. I have a couple of videos on my channel on the ptm926 this one was in pretty light wind.
I'm on the Appletree Appleslice v1, 110ltrs. I know my technique is at least part of it. Sometimes I'll feel the power in the wing and it's going good then it'll just stop and all my momentum is lost. I even get up on foil no problem sometimes but can't repeat it.

Think a friend of mine has that board and the foil tracks are located quite far back on the board if I recall? Move the foil forward 1-1.5cm at a time that will help you foil up.
if you feel too much pressure in the back leg means the foil is too far forward.

Definitely interested in your process as I'll also be investing a SABFoil rear wing next. Problem is, once modded to fit the Slingshot fuse there's no going back, so it's important to make the right choice. That's one good thing with the Phantasm fuse, you can use SABFoil gear as well as Slingshot.
Given Slingshot only import limited stock to Australia (99% of the front wings are 'Sold Out') the SABFoil wings look to be the best option moving forward for those with Phantasm gear.
I'd like faster pitch response. I find when the foil it balanced for riding that when I drop down some steep swell I can't get my front foot weighted fast enough to keep it from breaching.
We have very short choppy windswell, not like a ground swell which you can transition onto gradually.
A bit more glide and pump would also be nice.
