Where in Perth are you based (North or South) and what sort of conditions are you looking to practice in - waves or flat water?

As you are a beginner, I would suggest the river to get started. Applecross (Melville Beach Pde) is arguably the most popular spot for winging and works in wind directions from SSW to NNW. When there is any east in the breeze, you can go around the corner to Applecross Jetty (Majestic Point at the end of Ardross St).
In Easterly winds also try by Point Walter boat ramp. Plenty of parking and many foilers on every windy day.
It is on the Southern side of the river closer to the coast along canning highway from Applecross.
when summer kicks in there are great flatter ocean spots to the South of the city if you fancy a day trip out.
woodman point ( south of Fremantle)
safety bay and shoal water (near Rockingham)
novara estuary foreshore (Mandurah)
