There has been some threads on light wind. MACkiteboarding also has posted a video on 2022 wings. Recommended.
Couple of guys here are riding the displacement hulls, aimed at downwind / paddle up. It helps their low wind as well.
If I could buy something new I would look at Sabfoils Leviathan range for light wind winging. The WL1550 is probably too much, but the WL 1150 and/or WL1350 will be great in light wind (and gusty) conditions.

There's a solic local crew of wingers based in Vincentia and surrounds. You could always chat to the locals and see what they use.

I've sold a variety of wing foil gear to the local Vincentia crew. I have a number of light wind options which may suit you with regard to boards, wings and foils which work well in Jervis Bay where I also foil.

Best is to learn in strong winds over 20kn. Learning in light winds is much too hard.
If you state your weight it would help too.
For light wind, nothing beats the low end of the Fone CWC wing.

For learning weight in kg + 30 = min board volume
sail 5 m min 6 M if you're tall
foil 1500 to 2000 sq cm
many will suggest a short mast but I think it's just as easy to learn on a Std 800 mm mast
