Would love to hear what watches or tracking devices people are using that are relatively cheap and get the job done!

No idea but perhaps try secondhand real GPS on the GPSTC website, or post in the GPS forum here, the die hards get new stuff all the time.

Get good gear for $200.......

Windsport Tracker works great on Android phones. Just get a waterproof pouch and tuck it in your wetsuit, you can set it to call out your speed in real time which is a great technique coach. Android phones are dirt cheap too. Accuracy will depend on the phone though, my Moto G 62 was within half a knot of a GT 31.

I recently looked into the same thing, ended up buying a Garmin Instinct 2 Surf for AU$356 new including delivery.

Any gps tracking watch will do what you need. Garmin is the best one IMO consider App and compatibility. They have lots to choose from. Find one that fit your budget.

Not sure if it's budget but I use my iWatch and an app called Hoolan which is absolutely fantastic, would highly recommend.

Hoolan specifically supports wing foiling and as well as giving stats such as max speed, max average speed, distance etc, also tracks transition success and failure

If you don't care about 3rd party apps, I've been happy with my Amazfit TRex2, gps tracks seem very accurate and speeds don't have weird spikes etc. Battery life is good too
