I currently have shim that puts stabiliser at 0 degrees. In what conditions should I change to positive or negative? Using HS1550 and 1050 with 195 tail.

I don't shim based on conditions. My aim is to get the foil to be balanced across a range of board speeds. Mast position dominates balance at slow speeds and shim setting/stab size dominates at high speeds. Once I've got things tuned I don't find I have to change based on wind strength or wave size.

positiv shim: reduce drag / lift, higher speed
negative shim: more drag / lift, reduced speed
