Just looking through the office window...
No one ever sails between Riverside Drive and South Perth. Why ?
One can hire a cat accross the river. Should be deep enough for Windsurfers. 
They do........... I think it is just wind direction, seabreeze too offshore at South Perth side, and u can't launch from the City side.
Then the walk........ and payparking (?)
plus the river water is friggin gross. the further up you go the more disgusting it gets.
Easterly maybe, and launch from South Perth ?
But maybe not if the water is disgusting. There are times when Melville stinks badly too.
I have seen posts from people who have sailed easterlies on Perth Water, and I remember some pics of freestylers who were sailing downwind of the narrows on an easterly at night.
The opening scenes from "Wild Tracks" had the F2 team sailing Perth water.

You can see Elizabeth Key well from here. They should allocate an area for Windsurfers 
have raced dinghy's on perth water and there wasn't a huge problem with depth
and I have sailed on a seabreaze the formula kit down from melville under the narrows and hooned around on perth water for a bit
was actually pretty good very flat water and not too gusty once I got down past the ferry channel probably rubbish in a seabreeze on any other kit than the formula though
was extremely hard to sail back upwind under the bridge though, nasty wind tunnel and eddies in the wind and water
not worth it though imo unless you lived in south perth and even then its a very short drive to much better spots
perhaps easterly would be good might try it again
Many years ago they panned around during the cricket from the WACA and showed a windsurfer sailing in there. I cant remember if it was a seabreeze or an easterly.
I've seen a few slalom sailors have a go during the day in the easterlies, but I think the wind just doesn't have the same fetch and quality as the Applecross area.
Al, Max, myself and some German tourist sailed the narrows at night a while ago. It was pretty surreal, but the water was definitely more gross than Melville/Peli Point area.
We sailed it 5.2m pretty powered up from memory. Water was relatively flat near the South Perth side, but drops to nothing around the Narrows. I think the wind prefers to go over rather than through. A few boats were driving around kicking up some ramps - I think they were pretty surprised to see us!
Best memory from the night was Max's night blindedness leading him to unknowingly sail full power into the shore and dissapear into the darkness. haha
I've seen lots of people sailing there on a windy easterly, I think they are from the cat sailing place, otherwise you would sail further down the river...
Narrows and night is awesome, a rare occurrence but well worth it.

Bad view- how do you feel when it's cranking and your stuck inside.. 
You can see sails flickign accross the river in the distance (all the way on the right - "Pelican Point")
