Vic park is pretty close to the city. Pretty sure there is still plenty of state housing (including flats) there. Use your imagination... Wear thick soled shoes.
What suburbs would be good for families around Perth(within easy drive to sail)?
got a few job opportunties over there and it's time for a move.
If you are working from home then the best place to live is closest to where you sail most so you can get on the water before the wind dies.
North of the river is a bit limited for access- Pelican Pt is pretty much the only place to sail there. Gets really crowded in summer and has way less options for wind directions because its in a small bay. Its great in an easterly and seabreeze. Also the property prices any where near Peli Pt are astronomical.
South of the river is great for access. There are plenty of places to access the river in all wind directions. Melville Beach Parade (with trees for shade and nice grass to rig on) for anything from southerly through west to North, Pt Walter is good for anything but S through SE. I moved to Melville 18 months ago and its great. A few minutes to the river sailing spots, maybe 12-15 minutes to the coast. No state housing here 
Surrounded by families with kids. Depends on your budget of course... Willagee is directly south and quite a bit cheaper, but it comes with state housing. The suburbs closer to the river get more expensive.
Bullcreek, Leeming, Willetton.
15 mins to river, good family area, excellent schools, not too pricey.
Melville or surrounds are the go Choco - Chris is on the money.
Great family place, close to Freo and the city, great access to river and coast.

I work in Vic Park. It's one of those places that is definitely going to be ritzy one of these days due to it's proximity to the city and the river, but it's still pretty gritty at the moment.
There are some really nice streets of original federation houses, but that's offset by the presence of a parole office, Centrelink, methadone clinic and more than it's fair share of brothels. For this reason the prices are reasonable compared with other inner city burbs like Leederville, North Perth, Mt Lawley etc.
Overall, if you like the inner city lifestyle as well as your windsurfing (I do!)' Vic Park offers great proximity to everything, at reasonable prices.
become too bored and savings are getting low,recieved my diploma a few weeks ago ,time to use it, missed out on a position down the south east(Lake George area) and been applying for jobs around the country(good windsurfing spots).
If it were me I'd live somewhere between Peli Pt and Cott. The area IS expensive but there is rentals about. It gives you access to the city, Peli Pt, Dutchies and if your toward the traino you've got super easy access to Freo and the City via the train line.
ROCKINGHAM As close as possible to the beach and new marina. Solid long term investment.
In an other hand Yanchep Two Rock same situation than Rockingham but quieter, affordable beach side land, no state housing good surf beach ( the Spot) close to good wind surfing spots and kids friendly lagoon type of beach. 50k from CBD but good public transport. And no industrial area close by..

I find Rockingham soul destroying. Awesome in Summer though. Once the wind stops blowing there is nothing to do here. I'm only here for work. Wish I could live in Freo but it's too far to drive down here everyday.
