Hiya. I moved to WA 6 months ago for work and simultaneously saw the light and made the jump from sailing to windsurfing (impossible not to in Perth in November!). I spent a fair amount of time on the water over summer, but since then my two sailing buddies have returned home to Tassie 
So I'm looking for some new sailing companions! 
PM if you're keen, or say hi if you see me on the river.
Also, thought I might get a lesson or two to work on gybing and starts: any suggestions on who or where I can find a tutor who'll sail in winter?? Thanks!
Just go to Melville Beach Parade in Applecross in a NW or W (frontal weather) and you'll find people who will be glad to help.

Mark's original post is spot on. Melville on a NW or WNW. Great for learners because you are sailing parallel to the beach and not in deep water. Try the people at the eastern end of the car park. As a generalisation they tend to be less competitive and more chatty, with more time to help people.
