Is Ocean reef always windier than Swanbourne or is it something to do with the placement or calibration of the anemometers?

You sussed it right from the start. The Ocean Reef wind gauge is well out and near on always reads close to Rotto level. If you use Swanbourne as a good gauge, that will give you a approximate plus a knot or two for Ocean Reef/ Pinneroo and such.
