Windsurfing Tasmania have learner windsurfer boards and rigs that can be hired ( complete with kids rigs if desired).
Small fee and membership to Wt is all that is required.

Dorans is a great spot to learn. i heard a rumor there may be a learn to windsurf , try windsurfing event coming up there this summer.
