Most designers have their own prototype lofts. At least I have seen Hotsails Goya, Sailworks. So I am sure NP, Duotone etc have their own as well.

But where are locations of lofts..
for example Sailworks have loft in Hood River,Oregon...etc
does NP have loft in Maui, Wailua or Haiku?
What most sail makers do these days is send a file with shapes and panels to their main manufacturing loft, get a few sails made with slight differences and then test them and do small adjustments in their little loft, that way the sails look like the normal production sails, have all the right features ( mast pad, tack pulleys etc ). The sail maker can then if they need to undo a seam or luff panel and do slight adjustments.
