So an international firm ties up with an interstate firm to build a casino (with no license) and three towers (on land that has height restrictions and congested access) to attract foreign gamblers and gets signed off in Brisbane without Gold Coast council consent.

Couldn't they just build a tunnel instead of bridge ? !
I suggest that city council should go even further and just fill the gap in the land completely.
Fill whole broadwater with dirt and they could do grassy golf course first, then build more shipping malls later.
