Good luck. Best bet would be to find someone who is already involved in the marine rescue/surf club etc. Also, the top of the cliff might not be the best spot to measure it, as the conditions down at the beach could be pretty different.
If you had a tall enough pole on the top of WSS, you could probably pick up a decent wind reading :)
