Best wind - time of year, strength, how often ?

Where do you live ,how often do you get decent wind - reasonably consistent over 20kts -25kts..maybe more?
PB weather! ( I suppose that depends on how good you are a 40kt+ PB is going to need more wind than a 30kt one..)
