Definitely Boracay island but you need to fly there from Manila & stay a few days.
Maybe Subic Bay, there used to be a bit of a shop up there, you might even be flying into Clark which is close by anyway depending on the airline.
Very little wind around Manila anyway, unless there's a Typhoon
