In July me and my family will be going to Japan. We will be moving about between Tokyo and Kyoto. It would be nice to get some windsurfing in. I am aware of Omaezaki but are there any other recommendations regarding spots? Waves would be nice, flatwater will do. Thanks in advance.

I was in Kyoto a few months back, I thought there was windsurfing to be had in that lake in the nearby mountains.
The direction of the wind can be a little strange around that time, as it switches and comes from the East'ish direction, but we do get some good days, and the wind can shift back to the West after rainy days. Sails are also a bit bigger 6m in the waves. If it does pick up, Omaesaki would be your best bet, and there is a long coastline with many beach breaks stretching from Omaesaki to the west.
Hamanako has a few windsurfing places, and maybe you can hire gear there. Many people do windfoiling there during those months.
I live in Kakegawa, which is about 1 hour from Omaesaki.
In July you have mostly 2 options, early Japan typhoons which are very tricky or a more gentle thermal breeze. Only after the rainy season is over, but you be fine from July onwards.
Lake Biwako close to Kyoto is mostly good for northern winds, at least this is what I use to ride at a place called pirates harbour, the owner called Master has also good rental gear.please do not expect public transportation to be efficient to this place.
Close to Tokyo you have several spots with good thermal winds, we have slalom competition in July there as well. The best is to look for shops close to the beach like the CoConuts boys.

Just a thought, what about Lake Motosu? I have only been there once, but will it also pick up around July? I hired some gear there, but not sure if it is still available.
Motosuko is a lake for thermal wind and this will be working best if it is warm. July should be just fine, as long as the weather is good, no rain. Better in the second half of July.The camping spot still has a surf school, we tried windsurfing last year during summer but the rainy weather around Fuji-san made it impossible.

Omaezaki is godforsaken this time of the year (unless you hit a Typhoon).
I would recommend Mie, where as per today they've had 12 days in a row with wind after 13:00 or so. 18-22 knots so not really good if want to do wave surfing.
Biwako as they is a good option but this year is being extremely ****ty.
If you are coming to Kansai area send me a DM and I'll try to help out.
If you are in Tokio, Zushi and Kamakura or Miura are the places to go.
If you are in Kansai the easiest place is Koshien Hama, with good rental options around.
If you are more mobile the beach of Higashiura is a good thermal spot as well. As a further alternative you could explore Tokushima down on Shikoku, only 1 hour ride from Higashiura.
As for Omaezaki, the Spot called Shizunami does work every now and then but not long beach.
In general I feel that wind in Japan is quite difficult to predict as the islands are quite hilly.
Plus the current Taifun season does cause larger disturbance to the greater power anyway.
Best and most consistent is from November to Jan in Omaezaki to go for Long beach, but even their we have like 5 alternative Spots for the best side shore and waves.
