My questions are :
I'm presuming its a surfboard ?
I'm presuming with fluid dynamics that this shape could work at one specific speed , so a surfboard would be better than a windsurfer ?
It would be a bitch to hand laminate ,

This is what happens when somebody starts with a little cutout to improve something . Then we got multi level cutouts . then we got multi level angled cutouts with different colors to make sure we know there are different levels . Now we got this . We have only ourselves to blame .

Perhaps just a child of evolution of Rabbit's Hot Stuff channel bottoms taken further with some Bunker Spreckels drug hazed influence. In 1970 Bunker was riding a surfboard which became known as the Bunker board. It was this board that it is believed to have evolved into the style that is now known as the fish, although the fish incorporates a combination of many different styles. Perhaps even McKee Astrotoy mixed with it and the scooped bottom holes sometimes used by shapers in late 80s/90s. None of these lasted, except the fish as to the others, who knows if they even worked :

Going to be tricky to use 0.6mm sustainable pine wood on that.
At least its a single fin, does away with multi fin boxes.

Looks too beautiful to be designed sober, definitely some lsd or shrooms involved.

It's not actually a windsurfer. Patrik shared a post by @thatchercraft of a surfboard they made for fun but I don't think there is any intention behind the design, other than looking cool.
Herd to tell from a pic but the shadow lines imply its the opposite - a jet bottom has the little rivers shaped in, in wiggly lines. This has them as peaks not valleys.

I did that when I cleaned a spraygun too close to a styro blank.
Hahaha. You just have to clean it when you finish shaping and put it a high price tag.

I may have some idea what's going on here. However, would be nice to see the link to that NASA proto..
Here is what I know... not sure if it was the idea here.
1. If one creates more surface area in the water (as in the pic with that surfer dude) things will suck as it crates more drag/ more friction.
2. Can the speed of say 150 mph be reached under water. Yes. There are special bullets in dev that one can fire under water that fly pretty far. They do it by creating a bubble around them and travel inside and with that bubble with virtually no friction. Supercavitation.
So the only explanation, if the entire thing is not a joke, I have is that they wanted to create some shape that mimics that supercavitation. Maybe somehow it holds some distributed air. pockets and makes that shape slide with minimal friction..
