+1 contact cement
I have used this as well on different boards. Works a treat.
The trick with contact is to let both surfaces go dry, you can leave it for up to 12 hours. You then place the two surfaces together and reactivate the glue using a hot air gun or hairdryer and I often apply pressure with a roller as I am doing it. This technique means the glue sticks unbelievably well.

Did this the pads were flapping about after my first donkey kick!
Most contact adhesives are solvent-based, but mathew's right in that there are a few water-based ones out there. I've used spray laminate adhesive from a joinery workshop...mainly because I used to buy it in 20lt drums! If prepped right, dry/clean surfaces and left to at least 'tack', then the pad will tear or paint lift before it ever lets go.

Something was not right. Clean surface, Kwik Grip etc on each side, let it dry then press together. It works so well that if you miss it takes days to fix your mistake!
