Take your own gear. May to the start of September is when the trade winds blow and best time for sailing. Don't know about flat water but wavesailing some great spots are cloud break and wilks and namotu
There are some world class breaks over there. You will love it.

I'm sure there is just not out at the islands. Just beginner gear. Maybe on the main land
Stayed at the Radison on Denarau a couple of years back. The water on the main island is pretty brown and their was some beginners gear at the Hilton I think. Anyway the water sports centre had a cross agreement anyway so I didn't have to pay had a go but got pretty bored on the gear. Took a day trip out to Castaway Island and couldn't believe it when I saw a pretty good slalom board and a 6.5m Naish rig. This gear was free to people staying on the island but I think I paid $30 AUD to guy at watersports and raced across between the beach and the reef which was about 1500 metres out for an hour as there was about 3 guys on the island who could windsurf so I had to wait a couple of hours to get on. Check the forecast and get on a boat, the main part of the island is sheltered from the wind and if they are over 2 you will be able to put the children in the kids club. There gear may not be there anymore but it is worth a try or even a email to the watersports centre at Castaway.

Its on a small island Nananuirai, when I was there 10 yrs ago there was no power, runs on generators.
It's a nice spot when there's wind. It is tidal so can be a walk when tide is out and you need to watch the coral,
solar and wind power now, plus wifi etc. and a 20m-ish rack of sailboards to use.
