I never measure windspeed, so no idea, sorry. Surprised that so many people seem to know.
I84 in Position C, 100kg sailor, old 95cm Formula board with a reinforced deck and a deep Tuttle box. Experienced sailor but beginning foiler.
6.4 foils up with a few pumps at 12 knots and I've sailed it in 18
5.8 foils up in 14 and remains barely manageable in 20
I've used an old 3-cam 5.1 in similar winds and it will stay on foil once it's up in as little as 12 but needs a gust to get going. I've also used 7.5, 8.5 and a 10.0 freeride sails a few times - the 8.5 foils up earlier than the 6.4 but not all that much. The 10.0 was almost impossible to balance for long rides but I'd be curious to try it again now that I'm a little more skilled with the foil. I'm on the lookout for a 7.5ish, probably cammed sail which would work both on a fin in 18 and on a foil in 10.
Are you looking to get a new foil Woody? What are you currently using? I saw your post on the other forum, but figured I'd answer here with everyone else.
I can tell you a bit about the sail sizes I was using last year as I have more info on them than what I'm currently on, still waiting for warmer weather to get out at Jericho.
Winds are estimated and I consider them the minimum fun winds, I could probably go a knot or two lower but it wouldn't be thrilling. I have bigger and smaller sails but not enough time on them to feel like I can give you good numbers:
6.5, 12-18knots, 83kg, Wizard 125L/ I84
5.0, 15-23knots, 83kg, Wizard 125L/ I84

I'm thinking of trying the H2 for spring and If I'm not making progress, I'll look at buying either I99 or I84.
I believe that the I99 would most likely need the 48 stabilizer, whereas the I84 can sail with the 42 stab.

I started with an H2 and quite liked it, but wanted something bigger for Jericho where I do most of my sailing. I found the I84 gets me flying a couple knots earlier maybe. I know it's been said before. but where I find the i84 shines is that it just keeps going in lulls where the H2 would stop flying. Once I'm up on the foil with the i84 I only come off when I jibe or decide to drop down. The i84 also breaches more gracefully and has better pitch stability, it's more relaxing to sail. You are welcome to take mine for a spin at Jericho if you see me out there, I'll likely be sailing a yellow/red Naish Sprint or a blue/orange Hydra.

With your gear and weight, a typical beginner would need about 14 knots initially, assuming the setup is reasonably well balanced.
Going to an Infinity will make your life quite a bit easier. I recently foiled with a guy who said he made very little progress for a year on the H2, and much faster progress once he switched to the i76. That's consistent with what I have seen from others. The i84 drops the wind limit a bit more, and can be overall easier - unless you have a lot of chop. The large i84 wing "feels" the chop more than smaller wings, which can make things "interesting". In solid 16+ knots, I'd rather be on a smaller wing like the TimeCode 68.
To answer your question: 90 kg, 71 cm/117 l slalom board, tuttle, usually 71 cm mast, i84.
6.5 m currently requires gusts of 11-12 knots, sailable until 17 (from 13-14 knots to 16 a year ago; I'm a lazy pumper)
5.6 requires 13 knot gusts, ok until ~ 20 knots.
5.0 works from 15 knots averages.
Usually on the slapper in 18-20 knots+.
