Simplest solution: cyanolate glues (aka "super glue"). The stuff that glue your fingers together :-)
Personally, for large pad surfaces I use the new generation glues, as you can reposition the pad for some time before harding, and it is less messy if you put on fingers. Things like "100%" from pattex, "resist all", ... look for glues that can glue rubber.
Good quality (3M) 2-sided adhesive tape work well too, as it is what is used on 3rd-party pads.

I used selleys flat surface contact adhesive. They sell it at the supermarket. Seems very similar to 3m 1300L that holds stuff in place at 500kmh on aeroplanes,

Go to your local shoe repairer and ask for ShoeGoo. Not cheap.
Most of the problem is preparing the surfaces.

Anyone given the spray-on type contact cements a go? You can get the same in industrial strength. I have seen tradesmen both use and recomend it. It is much easier to apply than the traditional goo.
ditto selleys contact adhesive - works well - make sure you apply to the board and the matt then seal back down and try and avoid any air bubbles - they can be worked out if you are quick.
