I feel that the paddle is the place that you shouldn't try to go cheap!
I also recommend going with a company that specializes in just making paddles. i.e. Kailua, QuickBlade, Werner or KeNalu
It is very difficult to have a paddle that will be optimal for both cruising and surfing in terms of length. I am not saying it won't work I am just saying optimal. I use my surf paddle for every condition except downwinding. I don't mind having a shorter paddle in flat water. If I was to race I would want a paddle longer than my surf paddle.
I think one of the most important things is blade size. I like a smaller blade in the surf.
Decide which aspect you are going to do more of and lean in that direction.
