Not sure whether your H28 is the same as my Sailmaster but on mine the chain plate goes through the deck and has cover plates that slide down over the plate and fix to the deck with 4 screws
When mine was leaking water the plates were removed and resealed with Fixtech Fix15 http://bla.com.au/default/fixtechr-mutipurpose-adhesive-sealant-fix-15.html?___SID=U?brand_id=8208
One of the locals at Port Huon who has built a couple of cruising boats and is a bit of a perfectionist recommended it to me

Where my chain plate goes through the deck, I made a small bevel in the resin around it using a Dremel, then used thickened West System expoy and it has worked extremely well. Note that this fix is not flexible, so no use if there is likely to be any movement. In that case Fixetch might be the go, or a bonnet screwed to the deck, with butyl under it.
I have used butyl tape for all sorts of other deck bedding but it's not an adhesive and does require compression form screws, bolts etc. I would avoid the stuff with the integral webbing - that's only needed for long runs, and would get in the way for small deck fittings etc.

Yes I have also used Fixtech products (though not the one linked above) and found them excellent.
Following advice from a so called expert from Sikaflex I used Sikaflex to pay the seams on my jarrah carvel plank boat. It failed in many places. I replaced the Sikaflex with a Fixtech product and have had no problems since. I now refuse to use any Sikaflex product.
i have found butyl tape to be the best for all deck fittings and chain plates. It is flexible, squeezes right in and most importantly does not bond the fitting to the fibreglass if it ever has to be redone. i picked up some tape on eBay from Queensland which is white so blends in with the gelcoat of my yacht.
