Why are they showing Scallywag when they are reporting on Vesta's mishap?

This is rubbish journalism Chinese style.

Some things get lost in the translation, maybe even pictures. I do wonder if this sign was in relation to the Spratly Islands though?

Heck if you remember something as outmoded as the idea of truth in journalism you must be as old as I am, the media outlets got rid of that concept decades ago for the more sensationalism and check book journalism that sucks in more nieve veiwers and therefore more advertisers.
