Tenders to unregistered vessels

Hi guys.
I have been reading posts here about requirements for tenders in various States. Interesting reading. Here is a curly one as legislation in Queensland doesn't specify exactly the "tender" status for a mother vessel which is not required by law to be registered. All legislation mentions a "registered vessel". What if a vessel does not need to be registered? Does that "tender" status still apply? My immediate thought is yes, as the tender is used for a specific purpose; to go from the mother vessel to shore. If there is no requirement to register a vessel, it places everything in a grey area of the law.

Interested to hear your thoughts.

In NSW this will depend on whether the tender has an outboard. If it's capable of 10 knots it has to be registered.

I think all vessels in Qld are required to be registered unless they are row boat, paddle board, have less than a 4 hp engine or are a tender to a registered vessel.

I don't think there are any grey areas in the regulations.
