does anyone know where I can get the permit to live permanently on a boat at a marina in Sydney? Do I get it from the council?
Can I do this at any marina?
Is it run like a caravan park?

the short answer is that there is no legal way to live on your boat in NSW...

There are a few marinas who will turn a blind eye to it ring around but don't actually say you are a live aboard permanently . You will be staying on board from time to time.
Depending on the size of your boat it's not cheap I enquired about 12 months ago and for a 43 ft boat is about $400 pw .
Most of the marina's are on Govt leases for the water part at least.
I do know that the Camden Haven Inlet Fish co-op, which has a few pens, had their lease renewed a couple of years ago and one of the conditions was "no live-aboards allowed"

Honestly oshifer, I'm just stayin a couple of nights, honest. 
When I'm cruising I just enquire about a berth , I don't say boo about anything ask for the cost and avalibilty and secure a berth. Don't hang washing on your life lines and don't blab to others about your intentions. Most marinas Tassie , Airlie beach , townsville , Cairns, south oz, W.A have facility's for washing etc and may ask if your staying aboard. Best thing to do I pay the bill and keep low key , lots of marinas up north experience influx of cruiser livaboards and do have berths to accomodate this kind of sailor however some marinas don't want a influx of "let's live the dream" ferals and non boaties reaping the rewards of marina life.
I am planning to sell my quarter share in our 2016 Jeanneau 35 permanent berth at the CYCA.
It still has its 'new smell' having been professional cleaned and polished each month since new.
It is in turnkey condition.
What about living on a swing mooring? Yes may be a little less convenient, but would it be less obvious and probably easier to get away with permanently?

No. Someone is always watching. Boating officers vary but our local BO knows exactly who is who!
If you want to live on board permanently you actually have to do that, i.e. swing off the pick and move the boat around regularly.
Not sure if that is even legal in NSW.
Only for 90 days in a calendar year, if you work it over the summer months you can legally an hour for up to 6 months but you have to move to another water way every 28 days

So you can live in Hyde Park full time but only part time on your own vessel?

Yes. That's correct. You can also list your boat as your home which your not allowed to live in ( keeps the figures looking good ) rule 17a sorry guide 17a only let's lets you anchor for 28 days in one geographical location., Then you move to a maximum of 90 days in NSW . I have no problem with this rule as long as it's a rule ,not a guide. So if you know the local Bo you don't have a problem , maybe buy them a drink ,or hand over a paper bag full of cash and your set.the rest of us have to move on because it's " descretionary " as a rule the start boat for the Sydney to Hobart is also f@cked ,see where I'm going with this. Now for living full time . If your NEAT ,TIDY,QUIET ,HAVE BLACKOUT CURTAINS ,no washing out ,haul your dingy on deck you might get away with living on the mooring depending on the retirees near by. Get a van and split your time between the two . It can be done ,just not legally. Oh and your boat has to be "pretty" to fit in or an obvious cruiser cause your cruising . I did it for 5 years 
it's so much easier in Queensland.
