what minimum % illumination and altitude of the moon on a clear night makes sailing outside easier / safer etc.

Any moon is good.

The best is that which rises at dusk and sets at dawn

A full or three quarter moon is fabulous, with no clouds, and allows you to trim sails and see islands and een breaking water on shore. An overnighter with a full moon is always a big bonus.
