There is a text box next to the sub clause's stating "sub clause (s) and (t) are not to be enforced"
Melville council has no water to Kitesurf on. And for the simpletons the Swan Estuary is not part of Melville council.
lets say that you did need a permit now to kitesurf melville . This is where i would like to see my aksa membership count as a permit as the council can see by the tag on my harness i am a member .

thats the boundary of the Swan River Trust Development Control Zone that runs all around the river.. To my understanding (and im not a town planner) local governments do not have any juristiction along the rivers as they are managed by the SWT.
That would go as far as to include the grassed area along melville beach. The shire may fine ppl for parking along that stretch if they wanted but it would be a silly decision as it limits the amenity of the river foreshore..
hope they dont do it.. however there are some influential ppl that live along melville beach, Id go as far as say - possibly a councilor or two..
