In terms of rigging up, car parking and fines? Like is there a secret time/place to be able to kite there or shall I rig up way somewhere upwind and just downwind myself into the lagoon area?

What if you rig up on top of your car/ute? Council can't fine you for doing that and when you get to the water's edge let the lines out like normal.
Im curious too as i dont know for sure, i think what it is is that you have to pump up and set up below the high tide mark and they cant book you as it is not their jurisdiction, i dont really know how tough they are i have heard someone say that they book people for putting their kit down on the ground but cant if you dont put it down between your car and the high tide mark. Im glad i kite in a place where the council doesn't have any stupid restrictions. If the council is better than this or worse please feel free to correct me as i am working of second and third hand info. I imagine the car parking sucks as it always has even 10 years ago when there wernt many kiters around.

I think I answered this question previously. Bottom line - well is not a kite friendly location for a number of reasons. It's always been a great windsurfing location but for your average kook kite surfer it's not safe for everyone else. including the general public

Only if you are desperate. if you are, make sure you wear reef booties, the underwater rocks are a pain.

You need to get the tide and wind right for a good session.
There is a sandbank which you can launch off when the tide is still coming up.
can be a great spot with butter flat water behind the bank however also can be a chop fest with heaps of kites and windsurfers everywhere.
It works for me if I can skip off early for a sunset session.

Mate that is what I call a perfect kite surfing location for anyone, even beginners.
I am only concerned about the rigging up/down situation and the council. Like I said, if that's a risk then I'll just rig up wind somewhere close and kite into the area. Surely that's no big deal, unless there are no good spots to rig up on?
I admit that when I looked into this spot on Google/utube/etc, I fell in love with it. To me it's perfect.
So what else should one look out for, unless you guys are simply trying to keep the tourists away from your own turf?

I'm not a local there so I have nothing to gain by bagging the place in any way . What they mean by not user friendly is that you have to rig on the sand / gravel / shells , tide may be an issue?
I have seen a few local guys kites who sail there all the time and let's just say the kites end up getting shredded, If you can get someone to launch and land you you should be able to get around this?
the council are ass wipes and will fine you for the smallest infringement . Parking on a busy day is crap .
