Story is about stormwater flowing into the ocean and has absolutely nothing to do with kiting (sorry to disappoint).
It is just a nice picture of him kiting down the stormwater run off.

It was an article about storm water run off, and outside of the photo, it made no reference to kitesurfing or the kitesurfer in the photo.
