Strangest thing. I was about to post a note on here....
This morning I was driving along Mountsbay Drive and I saw a man on a bike getting a Red Kiteboard out of the river. He had stopped and collected it. I only saw it for 20 seconds but it looked like yours. Can't help you any more than this, but it has been found and some older man has it. Sorry, I couldn't stop because of the traffic!
