I highly rate Nelson and the Golden Bay Area.
Golden Bay is uncrowed perfection with anything from waves to flat water. Only problem I ever had with the area was the sealife.
Nelson is a funky spot.
The only problem with Nelson is that it doesn't have wind throughout the year. Plus the prevailing westerlies that hit NZ are the wrong angle for Nelson.
