plz xplain effects of tide : wind

I've forgotten the effect of tide. For example incoming tide & onshore/xshore wind = good/bad ? ..or outgoing tide & onshore/xshore wind = good/bad ? Thx

Tide running in the opposite direction to wind = more power.
