Jared, the main questions are HOW short and What for ? North makes 19m line sets but you'd probably have to order them, this is about as short as you'll get factory lines. I've used 5m line extensions sets to make 5m line bars for training students doing beach flying it's awesome and super safe. Other lengths have to be custom made.
Having them made custom by a professional is a good idea as said by SaveTheWhales

if you get an airush bar .. the lines already have a connection in the middle ... from short to long with the same bar .. only takes a minute

Just loop your lines through the pig tails and atttach back at the bar, double the thickness so you can go twice as big
Andy Hansen from MaxVMG regularly brings in lines sets for the local hydrofoil racers - 15m is common. I can also supply the German made liros lines in any length you like.
Ozone short lines
10 or 15m in the thick 500/300kg freestyle lines
Or 13m, 17m in the 300/200kg
For racing Im using the 10sets on my 15m & 17m R1v2
And using the 13m line sets on 11m & 9m R1v2

I just bought a set of 12m lines from switch kites for $60 plus $6 postage. They use the same line manufacturer that North uses. Add on a set of 3m extensions and I'll be at 15m which is good for foiling with a foil kite.
FYI, I get asked for nonstandard kite line lengths a lot.
