I was in Costa Rica in Jan 2015 on both coasts but in the south. Plenty of waves but no wind.
Apparently the only place to go kiting in CR is up in Guanacaste Province. Where the wind blows in from the Pacific and is funneled in from a break in the volcano ranges that lets it blow towards lago Nicaragua. I emailed a few kite schools there and they responded saying the wind at that time of year is between 30 - 40kts, every day! Didnt ask about waves. Anyway sadly I never made it there as the missus doesn't kite, but hope it make it back there one day. One of my favourite countries on the planet. Pura Vida!
In January, the Papagayo blows. As phoney said, 30-40kns every day, but it's off shore on the pacific coast. It blows for 3-4 months then drops off in March. Super gusty!! Loads of clean waves at that time all over Guanacaste so if off shore wind is your thing, you'll score.
Ahh I didnt realize it blew the other way. But looking at google maps, there should be plenty of cross / onshore locations right? eg: Salinas bay I see a kite shop at Playa Copal. Granted, there would be no waves there though.

Yeah, Bahia Salinas is the spot, but no waves. It is gusty as hell and squalls come of the mountains with no notice. Had some amazing experiences there as well Phoney, great country. Enjoy Presto!!
