Just wondering if anyone could please advise what months Victoria gets its best wind for kiting, and waves have family in Parkdale area and want to plan visits at best time of year to get a kite in. Thanks
The summer months you're most likely to score wind, but it's not as predictable as WA. Down Torquay or Phillip island there's wave, we don't have any near the city - Torquay way is probably the most fun on a SW and I've only been to Phillip island a once on a northerly. Most of the wind we get will be a SW and the odd northerly. The winds normally around 17knots + so i'd probably go with an 8-10m kite.
December and January I think is the best time of the year. Warm water and seabreeze after 2 pm. . In the bay there are no waves unless is blowing 30 Knots.
Most day I use a 10 meter kite (85 kilos)

El Nino will hopefully add more to that. I kite at Altona usually and you can usually see the wind coming up the bay by the colour change in the water in the distance
Both sides of the top of the bay are quite accessible so people will chase the wind depending on the direction; but if there's any east at all in it then Altona is the go.

We don't really have kite zones - well around where I live we don't, I guess just stay out of the no boating zones and you'll be right.
As Brohan says, you can kite pretty much anywhere you like as long as you obey the basic boating rules and don't annoy anybody.
In fact, people tend to congregate around regular sites because of easy access, wide beaches, and being away from swimming areas. Gnotuk Street in Aspendale is one place near Parkdale. Mentone is also popular and works best with southerly with a little east in it. I have kited off the north end of the Mordialloc beach a fair bit. (There's a statue of a race horse on the foreshore).
Most swimming beaches, including Parkdale, have yellow poles to show the 5 knot speed limit area, and technically they are "no boating" zones. Nobody seems to mind if you launch there and ride out slowly and stay well away from people when you're riding.

I'm not sure they serve any useful purpose for kiters. Beach goers tend to crowd them out on hot sunny days. The "shared" bit applies to the water, not the beach itself. I guess the main thing is to stay out of the swimming only areas in front of the lifesaving clubs.
