I willl be travelling from brisbane to sydney between Dec 13 and Jan 6. Is it enough to wear a shirt or better wear a neoprene shorty?

Water temp will be roughly 23o and air temp around 28-30o
Mostly shirt unless you get a big cold south change after northerlies. The northerlies can bring in cooler murky water, then get an air temp decrease with southerly. We had coolish conditions last week.
