There are lots and lots of different things you can do.
Subjective, Objective.

PM me if you want some ideas.

I have lots of examples that can make it easy to judge and easy to understand for the rider - which is key.

Why not? I don't see why that isn't possible?

Get out and ride, you might just find a new trick.

In regards to judging, who cares how/what they ride, if it looks good rate it, as others have said extra point should be awarded to power/difficulty. I have watched a few of the newer surf movies recently, they are absolute killing it, airs/turns, before we start discussing this sort of rubbish the riding level needs to be stepped up 10x.

Just my opinion...

RE: Strapped & Unstrapped

I reckon strapped riders rely so heavily on having straps that their riding suffers - bum slides, fighting the kite (bar pulled in, chicken rope below the bar at a differnt angle to the kite lines, rider fully laid back with straight legs) etc. You will not get the full advntage out of the board if you're just going to hack and slash with a strapped board - you may as well ride a twinny!

An unstrapped rider will be more 'on top' of the board and will actually use the surfboard for what it's made for - using the wave energy. Fast, pitching waves with vertical (straight up, straight down) go together hand in hand. You can't get vertical on a fat wave.

Anyway, it's just an opinion -
- free-riding as long as you're having fun, use anything you want;
- for competition, 2 separate events. Strapped to mix freestyle and surf; unstrapped for pure surfstyle.
